In 1995, Volodin received another diploma - in the field of jurisprudence, graduating from the Russian Academy of Civil Service under the President of the Russian Federation, and a year later became a Doctor of Law.
Political activity

In the early 90s he became a deputy of the Saratov City Council, and soon rose to the rank of deputy head of the city administration. Volodin did not stay in this position for long, but managed to bring great benefits to his native land: the construction of residential buildings, 20 schools was completed, and about 3 thousand km of gas pipeline were laid.
After leaving the post of deputy governor, Vyacheslav moved to the capital in the late 90s, where he joined Yuri Luzhkov’s “Fatherland - All Russia” electoral bloc. In 1999, Volodin was elected to the State Duma of the third convocation, and two years later he headed the Fatherland faction.

At the next parliamentary elections, the politician secured the support of 82% of voters, and the Saratov resident was again elected as a deputy.
