The first and last beauty contest in modern Chechnya was held in 2006. It was organized by the government of the Muslim republic itself. The Project discovered the luxurious real estate of the Khazuevs not only in Grozny, but also in Moscow. At the age of 19, four years after the beauty contest, Fatima became the owner of a 130-meter apartment in an elite residential complex on Shabolovka - now an apartment of this area costs 50 million rubles. In 2013, she received ownership of non-residential premises with an area of ​​almost 600 square meters. meters - such an object can now cost about another 100 million rubles. Then a certain Ramzan Ozdoev became the owner of the non-residential premises. At the age of 20, Khazueva became the owner of a 290-meter apartment in a residential complex on Minskaya Street, near the Setun River Valley nature reserve. Finally, the marriage between Kadyrov and Khazuyeva is confirmed by Tumso Abdurakhmanov, a Chechen blogger and opponent of Kadyrov, who had to flee Russia several years ago. Kadyrov’s closest aide, Magomed Daudov, declared a blood feud against Abdurakhmanov, and on Daudov’s birthday in February 2021, the blogger survived an assassination attempt - he was attacked by a man with a hammer.

But the Chechen leadership also has another source of funding - the public fund named after Akhmat Kadyrov (hereinafter referred to as the Kadyrov fund). It was created back in 2004 - a month after the death of Kadyrov Sr. Aimani Kadyrova became the president of the fund , and 28-year-old Ramzan became the chairman and de facto leader.

The fund was created, as it is declared, “in order to provide charitable assistance to citizens in need and create jobs for the population of the republic.” In 2021, Kadyrov's foundation collected more donations than any other charitable foundation in Russia - 6 billion rubles. This is 1.5 times more than the second largest fund in terms of income, the large Jewish charitable organization Joint, and three times more than the Podari Zhizn fund, which helps children with cancer.

Often, Kadyrov's foundation acts as a purse for grand gestures by the Chechen leadership. These were either payment for a Mercedes, which Kadyrov gave to a five-year-old boy for four thousand push-ups, or a two-story apartment, donated by Kadyrov to the French actor Gerard Depardieu . Even according to documents, the foundation spends significantly less on charity than on its maintenance.

For example, in 2021, the fund spent 2.8 billion rubles on social and charitable assistance, and more than 4 billion on “maintenance of the management apparatus,” as follows from the fund’s reporting submitted to the Federal Tax Service, which was studied by the Project. At the same time, no more than 8 million rubles were spent on paying the employees of the fund itself; it is impossible to understand from the documents what the remaining 4 billion were spent on.

Kadyrov insists: the fund receives nothing from either the federal or regional budgets. But, as the media wrote earlier , it is replenished through forced fees from residents of the republic - 10% of the salaries of public sector employees or contributions from businessmen. Kadyrov denied the existence of extortions, claiming that the fund “is engaged in business, builds facilities, and earns money.” But according to the reports submitted by the fund to the Federal Tax Service, the 6 billion rubles it received the year before last were precisely “voluntary financial contributions and donations”; it received only about 300 million rubles from business activities. The Kadyrov Foundation is listed as the founder of several successful businesses; they report their revenue separately. Perhaps it is sent as donations to the fund.

The Kadyrov Foundation owns many companies whose activities are in no way connected with charity - this includes a construction business, the production of mineral water, and a cold storage plant where they produce ice cream under the brand “Ramkada” (apparently, an abbreviation for “Ramzan Kadyrov”). However, in 2011, Ramzan Kadyrov’s mother Aimani became a co-owner of the company. It began to own 49% of the air carrier, and the Chechen Ministry of Transport - 51%. By the standards of other real estate of the Kadyrov family, parking spaces there are inexpensive - approximately 2.5 million rubles. each. Fatima Khazueva received these places in 2021 under a purchase and sale agreement from a certain Medni Musaeva, who owned them since 2010.

Medni Musaeva - probably a Chechen, judging by her name - has never appeared in connection with the family of the Chechen leader, but something about this person made us wary: Musaeva’s name, patronymic and even date of birth coincide with the data of Kadyrov’s “first wife” Medni . “Medni Musaevna Musaeva” was born on September 30, 1978 - this is also the real date of birth of Medni Musaevna Kadyrova, although her husband publicly congratulates her on September 7. If we continue our research, it turns out that it was in the name of Medni Musaeva that the Kadyrovs’ family apartment on Veernaya Street, in the house of the presidential manager, was registered in the 2000s - it was jointly owned by the former head of the republic Akhmat Kadyrov, his widow Aimani, Ramzan himself, his daughters - and the same Medni Musaeva. Now the apartment belongs to Aimani Kadyrova alone. Who is this mysterious woman?

So, another apartment on Mosfilmovskaya is registered under “Medni Musaeva” - next to the declared apartment of Medni Kadyrova. The area of ​​the undeclared apartment is 225 square meters. meters, an apartment of the same size is now on sale there for 115 million rubles.

In 2010, “Medni Musaeva”, together with other members of the Kadyrov family, became the owner of a spacious, 187-meter apartment near the Mayakovskaya metro station. Now this apartment belongs to the mother of the head of Chechnya, Aimani Kadyrova. This living space was never included in the declaration of Kadyrov’s family, although it should have been - as the property of Kadyrov’s minor children.

The same apartment there is now on sale for 85 million rubles. As a result, the total value of real estate registered in the name of all Kadyrov’s wives is almost 800 million rubles.

And this does not take into account the most expensive palace in the history of Chechnya - it is impossible to evaluate it.

According to Russian law, if the surname were changed, the passport with Kadyrova's surname would have to be replaced. There are no exceptions for citizens, for example, who are subject to international sanctions, says Anatoly Kapustin, president of the Russian Association of International Law. Thus, having two identities, Medni Kadyrova, included in the US sanctions list, for example, can afford to travel abroad without attracting attention.

Russian laws do not provide for a person to have two personalities, but as in the case of other discoveries of this investigation, this is not surprising for today’s Chechnya. They have their own laws.

In recent years, Medni Musaeva has often parted with its expensive and undeclared real estate. So in 2021, she gave up her luxurious 200-meter apartment in Khamovniki to the new owner, its approximate cost is about 200 million rubles.
