Ruslan Baysarov: biography of a man who makes the impossible possible


Businessman Ruslan Baysarov is not used to wasting money on trifles. His element is playing for big money. It is not surprising that the geography of the entrepreneur’s projects covers almost all of Russia - from Moscow to Sakhalin. A rare scale even for our time.

In the capital, entrepreneurs have become increasingly rare lately. He is not used to sitting in one place. In movement there is life, and life is development, he is sure. The businessman’s energy, it seems, could be enough for ten: today he is checking the construction of a bridge across the Amur, tomorrow he is overseeing the reconstruction of the Trans-Siberian Railway, and the next day he is discussing in Tyva the construction of the first railway in these parts. Locals have already nicknamed it “the road of life.”

On a Siberian scale

Ruslan Baysarov has a special interest in the distant republic. In 2011, he headed the Tuvan Energy Industrial Corporation. Now this is one of the main assets of a businessman. In recent years, the company has been developing the Elegest coal deposit. This is a real Siberian “Klondike”: according to Ruslan Sulimovich, coal reserves in these places amount to more than 855 million tons.

The entrepreneur has big plans for the Elegest coal deposit; he plans to build a mining and processing plant and related infrastructure here. But there is an acute shortage of railways for the development of the field. And large-scale supplies of Tuvan coal are planned: it is assumed that Elegest alone will produce more than 15 million tons annually.

The largest highway in modern Russia, which will connect the deposit with the capital of the Republic of Tyva, Kyzyl, and the village of Kuragino, Krasnoyarsk Territory, is designed to make the transportation of “black gold” economically feasible. For this purpose, TEPK Kyzyl-Kuragino entered into an agreement with Russian Railways JSC, which will become the general contractor for the construction of the line. The railway will benefit everyone:

  • it will give impetus to the development of the coal industry,
  • will improve the connectivity of the territories of Eastern Siberia;
  • will create the preconditions for the emergence of about five thousand new jobs and another 10 in related industries;
  • will replenish local budgets, which will allow regions to invest much more in the social sphere.

The new railway line has not only regional but also international significance. Part of the line will pass through the Krasnoyarsk Territory, from there the Tuvan “black gold” will go to the Khabarovsk Territory, where another project of the entrepreneur is being implemented - a coal terminal in the port of Vanino. Coal from Elegest will then go to rapidly growing Asian countries. Russia and its eastern regions will receive convenient cross-border transport corridors; it is no coincidence that the Tyva government compares the line to Kurakino with the Great Silk Road.

Did Pugacheva's former son-in-law deceive Pugachev?

"In a swollen state..."

Moneybag from the Forbes list Ruslan Baysarov became the owner of the Elegest coal deposit in Tuva in 2013. The license to develop the field cost 548 million rubles. And at first, Baysarov smartly got down to business: he began to visit Kyzyl often. He was constantly greeted with open arms by the most important person in the subject - Sholban Kara-ool. True, Mr. Baysarov’s ardor subsided a little when he learned that another 240 billion rubles needed to be spent on launching the Elegest deposit. But, nevertheless, Baysarov’s optimism did not fade for a long time. “When I first flew deep into Tuva, I returned in a swollen, frozen state. EPK (Yenisei Industrial Company, former license holder) has no other problems except the fact that no one is building it. We need to move away from all this political canoe, roll up our sleeves - that’s the whole story,” Baysarov told reporters. Vedomosti wrote about this. Rosnedra issued a license to the Tuva Energy Industrial Corporation to develop the Elegest coal deposit. The permit gives the right to mine coal at the deposit for 20 years (but 6 years have already passed, and the horse has not been lying down!)... There is also a “but” here: in order to put the first coal on the market, you need to invest together with your partners in the construction of a mine, a rotational village and mining and processing plant (mining and processing plant) more than 44 billion rubles. And the corporation needs to build the Elegest – Kyzyl – Kuragino railway line. By the way, the construction contractor was chosen. Back in 2013, it was decided that Baysarov’s corporation would build the railway track together with its partners, such as the Ministry of Transport, the Administration of Tuva and the Krasnoyarsk Territory. And the framework agreement between them was signed even before receiving a license for the development of the field. Ruslan Baysarov was supposed to act as the general contractor. And, it was believed, after completion of construction, Baysarov could retain the constructed branch. In addition, back in 2013, Mr. Baysarov, realizing that the construction of the mining and processing plant would require additional energy capacity, promised to build several thermal power plants. And the first one will be launched by 2016! And Baysarov’s corporation planned to mine coal by 2018. The explored reserves of the Elegest deposit, by the way, are estimated at 855 million tons. The calendar now says June 2021... But Herman is still not there!

Instead of a steam locomotive - a preferential social bus

The Elegest – Kyzyl – Kuragino railway, 410 km long, would have to pass through the territory of Tuva and the Krasnoyarsk Territory. The expected planned capacity is 19 pairs of trains per day. These locomotives should ensure the transportation of 15 million tons of cargo per year. The road, whatever one may say, is the most important part of the Elegest coal deposit development project. But it is still necessary to build not only a mining and processing plant, but also a coal terminal in the area of ​​​​Cape Burny in the Khabarovsk Territory. The Government of the Russian Federation is ready to provide state guarantees for the mining and processing plant and the coal terminal.

Now a decision has been made to speed up the construction of the railway... The Russian Government has decided to give Russian Railways PJSC a year to submit completed design and estimate documentation. What else is interesting? Today there is no railway connection in Tuva (deer are better), but even after the Elegest-Kyzyl-Kuragino road starts operating, there will still be no passengers on the railway. True, there is a little hope: ...The Ministry of Transport must decide whether there is a need for passenger transportation along the route “Elegest – Kyzyl – Kuragino”? At a meeting with Siluanov, it was said that an alternative to rail passenger service could be a preferential social bus. And this will help save up to 10% in the Tuvan project. It's the 21st century. Tuva lives without railway connections. But with big promises from Mr. Baysarov.

Finance sings romances

The Leader management company was going to finance the project worth 192.4 billion rubles. And in addition to the redemption of bonds, both Leader and Baysarov’s corporation had to invest 28.9 billion rubles of their own funds. But the “cabbage” still hasn’t arrived. What are we waiting for? Ruslan Baysarov visited Tuva several times. On one of his first visits, he and the head of Tuva, Sholban Kara-ool, signed agreements on the construction of a thermal power plant. Baysarov pledged to invest more than $5 billion in the facility. He promised to build not only a thermal power plant, but also a mine, a railway, etc. In those days, the businessman’s corporation assumed obligations to attract extra-budgetary investments. And she also promised to ensure timely payment of taxes to the republican and local budgets and to help increase the level of employment of the population.

But why is there such silence on construction sites?

Ruslan Baysarov gave a long interview to RBC, in which he spoke about his plans in Tuva. He repeats the same words: again he promises to build the Kuragino-Kyzyl railway and a port in Vanino. And extract 12 million tons of coking coal from the Elegestinsky deposit to sell it to China. These plans are warmly shared by his friend, the head of Tuva Kara-ool. But today there is a further drop in prices on the commodity markets. The slowdown in China's economy has also reduced demand for raw materials. And China is planning significant cuts in its coal mining industry. The authorities intend to cut a total of 1.8 million people, which will help reduce coal production by 500 million tons. Since 2011, coal prices have collapsed from $200-250 per ton of coking coal to $80, respectively. In this connection, in such a difficult situation, the Ministry of Energy predicts a lack of growth in coal production and its exports. Baysarov and Kara-ool unanimously promise to save subsidized Tuva with the help of the railway and “black gold”...

Leader since childhood

Ruslan Baysarov had to make his way to the pinnacle of success on his own: his biography is a classic example of how a person, with due diligence and great desire, can achieve what he wants. The future businessman was born on August 9, 1968 in the Chechen village of Prigorodnoye near Grozny in the then Chechen-Ingush Autonomous Soviet Socialist Republic. The family was large, but the parents of little Ruslan, Sulim and Kasirat, tried to pay enough attention to each child.

The academic path of the businessman did not end there. Ruslan Sulimovich Baysarov managed to combine his rapid career with his studies: in 2001, according to Wikipedia, he became a master of sociology at Moscow State University. And 13 years later, already a well-known and successful businessman, he defended his PhD thesis at the Moscow Institute of Steel and Alloys.

Coal and construction industry

A new stage in the life of a businessman of Chechen origin began in 2011, when several factors came together into a single puzzle:

When it came to the development of the largest Elegest coal deposit in Russia, Ruslan Baysarov, having assessed all the nuances of the large-scale project, invested his main assets in the Tuva Energy Industrial Corporation and subsequently headed it. Since then, the giant enterprise has become even more energetically involved in the implementation of complex projects related to the construction of bridges, tunnels and subways of federal importance. It’s hard to imagine, but Ruslan Sulimovich Baysarov also knew how to combine his career successes with scientific activities. In 2001, he received a master's degree in sociology from Moscow State University. In 2021, he defended his dissertation at MISiS, becoming a candidate of technical sciences.

The path to big business

Like many other entrepreneurs, he began his first business projects during his student years. The country was changing rapidly in those years. Life in the “dashing 90s” was not easy, but it was an era of opportunity. Fate favored those who were active and purposeful, fighters by nature, ready to seize any opportunity with a bulldog grip. The young entrepreneur did not focus on one thing and tried his hand at different fields. He made his first substantial money by reselling foreign computers. Having amassed some good start-up capital, the businessman decided to plunge into the entertainment industry and opened a nightclub and restaurant.

Then he refocused on the core industry - oil refining and fuel supplies. And I was right. In 1997, he stood at the origins. Things were looking up: after a few years, Baysarov’s structure was processing millions of tons of oil in Moscow, its fuel was sold at two thousand gas stations throughout the country.

The climb to the top was swift. In 2001, he became vice-president of the Moscow Oil Central Fuel Asian Tigers. China, Japan and Korea are very close, literally at hand. All that remains is to extend a hand to them - to build convenient roads, reliable bridges and capacious ports. This is exactly what entrepreneur Ruslan Sulimovich Baysarov does.

Now the SK Most Group of Companies is completing the construction of a two-lane road bridge across the Amur between the Russian Blagoveshchensk and the Chinese Heihe. The project is being implemented in close cooperation with the PRC. Here are just some characteristics of the project:
