Tatyana Alekseevna Golikova has been holding the post of Deputy Prime Minister for Social Policy since May 18, 2021, replacing Olga Golodets. He has a doctorate in economics and a professorship. At the Russian Ministry of Finance, she took part in drawing up projects for financing science, the social sphere and the federal budget, and oversaw the issues of South Ossetia and Abkhazia.

How the life of the official turned out, and why the politician received the nickname “Madame Arbidol”, read in the material of the information and analytical online publication “PolitPazl”.

Tatyana Golikova: biography, personal life

Born on February 9, 1966 in the Mytishchi region near Moscow. Until 1974 she lived with her grandmother and cousin. Golikova’s childhood can hardly be called successful. Grandmother lived in an old barracks, was constantly sick and had difficulty moving. Difficult conditions left their mark, and therefore from a young age the girls had to work and help relatives. Cleaning the house, tending the garden, peeling potatoes and cooking became commonplace.

She graduated from school in the village of Lesnoy Gorodok near Moscow. During his studies, he showed interest in politics and was a Komsomol member and Komsomol organizer.

“Important: a Komsomol organizer is a primary-level organizer in the youth Komsomol structure of the USSR. The position was established as part of the Komsomol political party, which is a branch of the CPSU Central Committee. Komsomol members were partially exempt from studying and engaged in political work. The organizers were present in schools and higher educational institutions” (editor’s note).

After graduating from a secondary educational institution with a silver medal, she entered the economics department of the Plekhanov Moscow Institute of National Economy (now Plekhanov Russian Economic University), and graduated in 1987. On the basis of St. Petersburg State Economic University ENGEKON, candidate's (2005) and doctoral (2008) scientific dissertations were prepared and defended and awarded the corresponding titles.

She was married twice. Family life with her first husband, entrepreneur Anton Drovosekov, did not work out, despite living together for about 5 years. Golikova’s second husband is the Chairman of the Eurasian Economic Commission, Doctor of Economic Sciences Golikov Viktor Khristenko. The marriage was registered in 2003. The couple does not have their own children, but the second husband has three children left from his first marriage. His favorite household chores are cooking, playing sports, and skating well. He is known to be involved in charitable activities. In 2001, the couple established the Foundation for the Revival of the Staritsky Holy Dormition Monastery. Wealthy and caring Russian businessmen helped create the institution. He has a very attractive figure: height 1 meter 68 centimeters, weight - 57 kilograms.

Tatyana Golikova now

In May 2021, the State Duma prematurely released Tatyana Alekseevna Golikova from the post of chairman of the Accounts Chamber. The day before, Dmitry Medvedev proposed appointing her as Deputy Prime Minister for Social Issues. On May 18, Tatyana Alekseevna was approved for this post. After voting, the woman was given the floor and thanked her colleagues for their work. Concluding her speech, Golikova burst into tears.

She replaced Olga Golodets, who in the new government will become Deputy Prime Minister and will be involved in the development of culture and sports. But Alexey Kudrin became the head of the Accounts Chamber.

According to VTsIOM, it was Golikova who became the rating leader among Russian citizens among members of the new government

. Tatyana Alekseevna enjoys great authority among Russians. They noted that the politician did an excellent job with her duties in the Accounts Chamber. Vitaly Mutko became the anti-leader in this ranking of politicians.

According to Vladimir Putin’s May decree, the new government will have to resolve many of the most important issues for the country: to achieve growth in Russia’s population and increase life expectancy to 78 years by 2024, to halve the poverty level and to ensure an increase in pensions in relation to inflation. And these are not all the tasks assigned to the ministries.

Golikova said that by October 1, the Ministry of Education and the Ministry of Science and Higher Education are required to submit proposals to achieve these goals.

Political career, work in the Ministry of Finance

After graduating from REU. Plekhanova got a job as an economist at the Research Institute of the State Committee for Labor and worked for about three years in the wages department. The year 1990 can be considered fateful in her biography, since Golikova went to work at the Ministry of Finance of the RSFSR as an ordinary employee of the economic department. The takeoff of her political career occurred precisely in the Ministry of Finance, where the official worked for 17 years, going from a low-level employee to the Deputy Minister of Finance of the Russian Federation.

— 1990-1995 — worked in the Budget Department of the Ministry of Finance. She was promoted from the position of 1st category economist to the head of the budget policy and analysis department of the Ministry of Finance.

— 1995-1999 — held the position of deputy head of the Budget Department of the Ministry of Finance of the Russian Federation. 1998 - became the head of this unit and joined the board of the Ministry of Finance.

-1999-2002 - Deputy Minister of Finance of the Russian state. 2002 - 2004 - First Deputy Head of the Ministry of Finance.

Due to the administrative reform in the country, the number of first deputies was reduced, and Golikova was transferred to the position of deputy head of the ministry, where she worked from 2004 to 2007.

During her work in the main economic department of the state, she took part in the development of draft budgets in many areas: education, healthcare, defense, the country's budget, social sphere, science, maintenance of the state apparatus, and supervised issues of interbudgetary relations. Colleagues speak of Golikova as an outstanding person with a phenomenal memory and a high level of professionalism.

2007 turned my career upside down. Russian President Vladimir Putin sent a personal proposal for appointment as Minister of Health and Social Development instead of Mikhail Zurabov. She could not refuse and worked until May 21, 2012. The appointment came as a surprise not only to her colleagues, but also to Tatyana Alekseevna herself, because the leadership of the Ministry of Health and Social Development is not an official profile. After relinquishing her powers, she was transferred to the Presidential Administration, where she served as assistant to the head of the Russian Federation, Vladimir Putin. She oversaw the development of Abkhazia and South Ossetia, and headed the commission for veterans and disabled people. In the fall of 2013, she became the chairman of the Accounts Chamber. In May 2021, she was prematurely removed from her position in the Accounts Chamber and assigned to the position of Vice President of Prime Minister Dmitry Medvedev. The responsibilities of a politician include overseeing issues in the social sphere of the state.

And a little about my personal life...

A successful and beautiful woman is in a happy marriage: both for herself and for her husband, also famous Russian politician Viktor Khristenko this is the second marriage. Golikova lived with her first husband for five years and broke up quite a long time ago due to “difference of views.”

The future spouses met in the late nineties, and cemented their relationship with a civil and church marriage a few years later. Tatyana Alekseevna did not have the chance to become a mother, but she maintains an excellent relationship with the children of Viktor Borisovich.

Scandals with Golikova as Minister of Health

Many consider the personality of the Deputy Prime Minister controversial and, along with professional positive achievements, highlight participation in dubious activities in the purchase of medical tomographs and lobbying interests, which brought the drug Arbidol to the market.

Between 2008 and 2010 Regional offices of the Ministry of Health and Social Development purchased 330 tomographs using public funds. The process of purchasing medical equipment is remarkable. Ultimately, their appearance in hospitals and clinics is a positive achievement, but the misuse of funds is difficult to characterize positively.

The scandal erupted after a report by the head of the control department of the President of the Russian Federation, Konstantin Chuichenko, who discovered that 170 computed tomographs were purchased at a price 2-3 times higher than the cost of the equipment from the manufacturer. The newspaper “Top Secret” wrote about this. Half of the tomographs were bought for 7.5 billion rubles. The equipment was purchased through legal entities with signs of fiction, which acted as intermediaries. For example, 16-slice machines were purchased for 50 million rubles, although their real cost was 16-20 million. 64-slice machines were purchased for 90 million, but top models from manufacturers cost a maximum of 50.

Chuichenko noted that in different regions prices for the same equipment could differ. In Tatarstan they bought an Aquilion 64 device for 56.9 million rubles, in the Yaroslavl region they purchased the same one for 73.7 million. Although a computed tomograph can be purchased for 20 million rubles. The corruption component is obvious. The scandal received wide public attention. The Investigative Committee opened a number of criminal cases that cast a shadow on the personality of Tatyana Alekseevna, since the traces led to the very top of the ministry. Subsequently, it was established that Golikova was not involved in the embezzlement of funds. However, the roles of Deputy Health Minister Vladimir Belov and a number of regional officials remained unclear.

The second scandal is related to the suspicion that Golikova lobbied for the interests of Pharmstandard. Russian media wrote about this manufacturer and its location in the top 3 rankings of the country's leading pharmaceutical companies. The naming of the enterprise surfaced against the backdrop of general panic associated with the attack of “swine flu” on Russia. Experts wrote that there is no good cure for the disease in the Russian Federation. However, later information appeared in news agencies that the salvation for the nation would be the drug “Arbidol”, which was produced by the above-mentioned company. The company was the only one in the Russian Federation with such a medicine, and therefore the receipt of budget funds was not long in coming. And this is despite the fact that leading medical experts declared the drug’s ineffectiveness as a tool in the fight against a powerful virus, since it was a common tonic.

Journalists connected Pharmstandard and Tatyana Alekseevna because of information about the good relations of the official’s family with the owners of the company - businessman Viktor Kharitonin and Khristenko’s ex-deputy at the ministerial post Alexander Reus. Media workers considered Golikova a lobbyist and dubbed her with the sonorous nickname “Madame Arbidol” (editor’s note).

A similar situation with the sale of the drug arose against the background of the Ministry of Health’s financing of the drug LAIV - a live influenza vaccine. The drug was produced by Microgen, which was headed by Lev Grigoriev, the husband of Kharitonin’s wife’s sister. 4 billion rubles were spent on the vaccine. It is difficult to calculate how much was spent on Arbidol. However, no flu epidemic occurred. The Prosecutor General's Office became interested in the case, but subsequently the vice-premier's guilt was not confirmed. The topic of corruption in the Ministry of Health and Social Development was discussed in the media and the expert community, and experts formed the opinion that the minister himself was not involved in the theft of funds. She, as a financier and economist, masterfully manages cash flows and allocates the required amount of money for the purchase of equipment, medicines and for other purposes. But in the regions the budget goes into the “sand of corruption.”

Personal life of Tatyana Golikova

As you know, the politician was married twice. Tatyana Golikova lived with her first husband for five years, but she does not like to remember those times, so the public knows nothing about the woman’s first husband. According to Tatyana Alekseevna, they broke off their relationship because they had completely different views on life.

In 2003, the woman remarried. Tatyana Golikova’s new husband was Deputy Prime Minister of Russia Viktor Khristenko, whom she had known for many years and had been dating for a year. By the way, the married couple not only signed at the registry office, but also performed the wedding ceremony in the Orthodox Church. Today, Khristenko heads the Board of the Eurasian Economic Commission, but the husband and wife decided not to discuss issues related to work and politics at home, so as not to turn their family life into business meetings.

Tatyana Golikova lives with her husband in a mansion located in the elite village of Fantasy Island. The woman loves to cook. At the same time, she admits that she makes best soups. She herself tries to adhere to separate meals. It is also necessary to add that Tatyana Alekseevna is a religious person. She regularly attends church services. Golikova and her husband founded the charitable Foundation for the revival of the Staritsky Holy Dormition Monastery and took part in the restoration of this building. For this contribution, the couple received special church awards.

Representatives of the media have repeatedly talked about Golikova’s passion for expensive and sometimes extremely extravagant outfits and jewelry. Many even noted that some of the woman’s acquisitions are absolutely consistent with business ethics. For example, Golikova from time to time appears at business meetings in suits of pink, red shades or translucent sweaters and shirts, which has been repeatedly confirmed by photos appearing on online publications.

Positive assessment of the work of the new Deputy Prime Minister

Golikova has other nicknames that characterize her on the positive side: “Workaholic”, “Miss Budget”, “Budget Queen”. The politician received a positive assessment thanks to her phenomenal memory. According to colleagues, she could remember entire pages of documents by heart. And we are not talking about excerpts from a document of a couple of sheets, but about a huge act almost a meter high. Former Minister of Economy Alexei Kudrin, at the start of work on the draft state budget, jokingly said: “A mug of tea and Golikov.”

Ex-financial ombudsman and former State Duma deputy Pavel Medvedev said about Tatyana that she not only remembers the budget, but perceives it as a holistic picture. This ability is great for seeing financial fraud and cash flow movements.

While at the Ministry of Health and Social Development, she carried out pension reform, combining the basic and insurance parts. Replaced the unified social tax with insurance premiums. Under her leadership, a law was passed to increase requirements for pharmaceutical enterprises. Despite a wave of criticism, she developed and implemented a program for the prevention of life-threatening diseases. Under her leadership, first aid stations were created along the main highways. Helped create a national blood service.

Thanks to Tatyana Alekseevna, it was possible to stimulate the allocation of targeted assistance to needy low-income members of society. Golika has repeatedly stated that the social support system in the country is ineffective, and the amount of unemployment benefits is ridiculous. People do not want to register with the employment service and waste their time collecting documents in order to receive money on which they cannot live. The minimum benefit amount in the Russian Federation varies from 850 to 4,900 rubles. Golikova also criticized the system of social payments and benefits, calling it insufficiently targeted and fair. As a result, the head of the Ministry of Finance, Anton Siluanov, agreed with the politician’s position and promised to expand targeted assistance to citizens based on the principle of providing maternity capital. This would cut off support for the rich, who often receive two-thirds of tax preferences.

As part of overseeing the social development of Abkhazia and South Ossetia in 2012-2013, she stopped corruption crimes involving the theft of funds allocated by Russia. For example, Abkhazvodokanal-service purchased pipes for the modernization of the water supply system of the Gagra region in the amount of 107 million rubles. But the purchased materials turned out to be unsuitable for use. Moreover, the pipes lay in the port of Odessa beyond their storage deadlines due to untimely payment of the supplier’s work. The organization was fined 1.8 million euros. As a result, the Prosecutor's Office of Abkhazia was motivated to initiate several criminal cases against the management of the institution.

Career in the Ministry of Finance

In 1990, Tatyana Alekseevna went to work at the Ministry of Finance of the RSFSR. The department in which she served was involved in developing the federal budget. Hard work and determination helped her make a career in a short time.

For 12 years, Golikova has overcome all levels of the career ladder: from a simple employee to a deputy minister.

In 2004, she took the post of Deputy Minister of Finance. Colleagues note that Golikova has a rare gift. She remembers all the state budget data by heart.

Planned reforms and national projects

As Deputy Prime Minister, she promised to contribute to the effective implementation of the new reform, which is associated with raising the retirement age. According to her, this measure is necessary and arose against the background of the demographic crisis of the 90s. This is not a panacea for all problems, but it will help increase the provision of elderly citizens by 12,000 rubles. in year.

In an interview with the NTV channel, the politician previously stated the need to modernize the social security sector. We are talking about reducing the number of employees working in this area. Currently, about 126,000 employees are involved in social insurance (PFR, health insurance fund and social insurance fund), who serve 147 million Russians. Every year, 111 billion rubles are spent on maintaining employees. At the same time, the process of providing services through MFCs, which operate online, is underway. According to the Deputy Prime Minister, the country will follow the path of digitalization, and therefore a large number of workers will simply not be needed.

In his new position, he will oversee a number of new national projects aimed at developing the state: “Healthcare”, “Science”, “Education”, “Demographic Policy”, “Labor Productivity and Employment”, “Export of Educational and Health Services”. Assistance in the creation of a scientific national project will be provided by the Russian Academy of Sciences as part of interaction with the new ministry, which is headed by the ex-head of FANO Mikhail Kostyukov. It is planned to allocate 3.8 trillion rubles to solve demographic problems in the next six years, and 800 billion to education. Golikova demanded that representatives of the regions pay more attention to the quality of the educational services provided, and not limit themselves only to the provision of places in schools and the purchase of equipment.

He has received many awards, medals and orders for his achievements in public service. The politician was awarded the Orders of Honor, Friendship, For Services to the Fatherland, the Stolypin Medal and other distinctive insignia.

Biography

Tatyana Alekseevna Golikova was born in 1966, on February 9, in Mytishchi near Moscow. Father Alexey worked at a factory, mother Lyubov held the position of merchandiser.

At the school, which was located in the village of Lesnoy Gorodok, Tanya was a Komsomol organizer, she graduated with a silver medal. The graduate was let down by the essay she wrote based on Nikolai Ostrovsky’s novel “How the Steel Was Tempered.”

After receiving her certificate, Tatyana, who at one time dreamed of becoming an ethnographer, chose where to go. I even managed to pass one exam at the Faculty of Geography, but in the end I changed my mind and entered the Faculty of Economics of the Plekhanov Moscow Institute of National Economy (now REU). The student chose the following specialty: “Labor Economics.” She graduated from the university in 1987.

18 years later (in 2005), Tatyana Golikova successfully defended her PhD at the St. Petersburg ENGEKON. Her scientific adviser was Professor Alexander Mikhailushkin, the rector of this same ENGEKON (now the university that gave Russia Anatoly Chubais and Alexey Mordashov no longer exists; in 2012 it became part of St. Petersburg State Economic University). Three years later, the official received her doctorate; she defended herself at the same ENGEKON.

Both the candidate's and doctoral thesis are devoted to inter-budgetary relations. There are certain questions about the quality of Golikova’s work. In 2021, the Dissernet network community stated that both works contained a large number of borrowings from other people’s dissertations.

After university, the newly minted distribution economist ended up at the Labor Research Institute. There she worked in the payroll department as a junior supervisor. Another employee of the department was Maxim Topilin, the current head of the Ministry of Labor of the Russian Federation.

Olga Lyubimova, Tatyana Golikova and Victoria Abramchenko

Tatyana Golikova, Olga Lyubimova and Victoria Abramchenko: these three bright heads will now be part of the Cabinet of Ministers to resolve important issues.

Queen of numbers, three times member of the Cabinet of Ministers Tatyana Golikova

The most famous of the three, due to her length of service in a high official position, is Tatyana Golikova. Did Tatyana Alekseevna know at the beginning of last week, when she resigned, that she would remain at her post? Maybe she guessed it. But it was difficult to understand this from her calm, decisive and imperturbable face. Moreover, this is Tatyana Alekseevna’s third return to the Cabinet of Ministers in her career - 2007, 2021 and now.

A native of Mytishchi, near Moscow, began her career in the 1990s, getting a job as a simple economist in the Ministry of Finance. And she rose to the rank of deputy minister. And suddenly, absolutely unexpectedly for everyone, in 2007 she was appointed Minister of Health and Social Policy of the Russian Federation. Tatyana Alekseevna worked in the rank of minister for 5 years, until 2012. She initiated a number of reforms and modernizations. Then the department was disbanded into two - health and social development, respectively. They were led by Golikova’s first deputies, Skvortsova and Topilin. Tatyana Alekseevna herself, a year after this event (in 2013), sat in the chair of the chairman of the Accounts Chamber of the Russian Federation. That is, I returned to my favorite pastime - numbers. For five years she successfully led the department. But in May 2021 she was again invited to the White House. To an even higher position than before. From May 2018 to January 2021 Tatyana Alekseevna – First Deputy Chairman of the Government for Social Policy. And about. She ended up serving as Deputy Prime Minister for 5 working days - from January 15 to January 21. And now she is officially returning to her position and her business.

Everyone who has had the opportunity to work with Golikova notes, first of all, her phenomenal memory for numbers. The second is calm and equanimity.

Childhood, youth, personal life . Tatyana Alekseevna is 53 years old. Born in the Moscow region, in Mytishchi. Tatyana's parents worked and studied hard, and the grandmother was mainly involved in raising the children. Although she loved her granddaughters (Golikova has a sister), she was strict with them. From early childhood, the girls helped a lot in the garden, weeding the beds and digging potatoes. But, despite this, in numerous interviews Tatyana recalled her childhood with warmth.

Tatyana Alekseevna was married twice. The first marriage broke up. And with her second husband, Viktor Khristenko (colleague in the civil service, ex-minister of industry, ex-deputy chairman of the government, currently president of the Business Council of the Eurasian Economic Union), the marriage is very strong. Tatyana Alekseevna does not have her own children, but she is on excellent terms with the offspring of her husband from her first marriage. And he has three of them.

Tatyana Golikova loves to cook and receive guests at home. And also walk in the parks, for which there is very little time left. Given her busy schedule, this is understandable. The Deputy Prime Minister admits that she and her husband do not talk about business or work at home.

Of course, neither the appearance, nor the outfits and hairstyles of the state lady go unnoticed. Golikova herself said that separate meals help her stay in shape. And her main beauty secret is that she loves and is loved. And it’s not at all that all the numbers are in the right place.

Income : in the declaration for 2021, Tatyana Golikova has 14,225,416.47 rubles. The spouse has more - 81,250,924.50 rubles.

Deputy Prime Minister Victoria Abramchenko knows everything about property

44-year-old Victoria Abramchenko is a completely new person in the White House. And, one might say, she is a white horse. First of all, blonde. Secondly, she has never been noticed in any intrigues or political scandals. But it is known that they have clearly already known each other for a long time with the newly appointed Prime Minister Mikhail Mishustin. We worked together at Rosnedvizhimost in the early 2000s.

What is known about Tatyana Golikova’s first marriage

Tatyana Alekseevna Golikova is now Deputy Chairman of the Russian Government. Previously, Minister of Health of the Russian Federation, Deputy Minister of Finance. The official is a native Muscovite. She graduated from the Institute of National Economy with a degree in economics. She defended her dissertation prepared at St. Petersburg University. Received a Doctor of Economics degree. The politician began her career by working at the Labor Research Institute. She was repeatedly awarded orders.

The woman was married twice. Little is known to the general public about her first husband. Tatyana decided to keep her maiden name. The official herself prefers to remain silent about her first marriage and the name of her ex-husband. The only thing she answers to journalists is that the reason for the divorce lies in different views on life.

The marriage lasted only 5 years. The children never appeared. There is unconfirmed information that the economist’s first husband is a certain Andrei Vladimirovich Drovosekov. He is an entrepreneur and currently lives in Austria.
