Elena Skrynnik has a younger brother, Leonid Novitsky, a racing driver, two-time winner of the FIA World Cup in cross-country rallies, and winner of the best results among Russian racing drivers in the Dakar. Elena’s cousin Igor Khristenko also went into politics and served as Minister of Industry and Trade of the Russian Federation. His wife is the former head of the Accounts Chamber, current Deputy Prime Minister Tatyana Golikova.

According to Skrynnik, her parents were too busy with work, so her upbringing rested entirely on the shoulders of her grandparents. When the time came, young Elena entered school No. 2 in the city of Korkino in the girls' class. Teachers remembered her as a diligent and efficient girl, who was distinguished by her silence and modesty.

Elena Borisovna graduated from school without C grades, and practically without B grades, of which there were several on her certificate. After graduating from school, Elena decided not to go to university right away, probably wanting to choose a profession that she liked. For 2 years, yesterday's graduate worked diligently at a forging and stamping plant in her hometown, holding the position of a laboratory assistant.

The minister was suspected of threatening to kill

The ex-husband of the head of the Ministry of Agriculture, Elena Skrynnik, wrote a statement against her to the police. 48-year-old Yuri Kukota fears for his life

Elena Mikhailova

Minister of Agriculture Elena Skrynnik, getting married in 2004, could not imagine how it would turn out. After living with her husband for three years, she will file for divorce. And he will answer her with a statement to the police, accusing her of threatening to kill. The marriage of Yuri Kukota and then just businesswoman Elena Skrynnik, concluded in 2004, promised to be happy. A year later, his wife, who then headed Rosagroleasing, gave him two charming children - son Misha and daughter Irochka. But two years later the marriage cracked. “In March 2007, I accidentally became aware that I was being summoned to court, and subsequently I learned that my wife had filed for divorce from me…” this is how Yuri explained the reason for the disagreement to the police. Former husband Skrynnik did not hide his resentment towards his wife. He told the police that after the breakup, she told all their friends that Kukota was a dishonest person and “unreliable” in business. And most importantly, according to him, she did not allow him to see his children.

Meeting

In order to resolve the issue of raising the children, Yuri suggested that Elena meet on neutral territory and agree on everything. Further, the story of the ex-husband of the minister is similar to the script of a crime saga. The former spouses agreed to meet on Kutuzovsky Prospekt, near the Ukraine Hotel. Both arrived almost simultaneously, but each had their own version of the meeting in their memory. “On the street near the car I was met by the head of my wife’s security, Vladimir Smol...” Yuri told the police. — During the conversation, he and three guards stood along the perimeter at a distance of 10 meters. According to Kukota, after the meeting he became afraid for his own life. “During the conversation, my ex-wife said that if I continue to defend my rights to communicate with children, she will hire people who will kill me,” Yuri stunned the police with his statement. “She also said that I am “a simple person who walks the streets, that any unpleasant thing could happen to me.” Elena Skrynnik, in turn, told the operatives a completely different story. “Kukota asked me to marry him again,” explained the future minister. - I promised to think about it. I did not express any threats against him: Kukota is very dear to me as a person. Despite his behavior, he is the father of my children. As a result, they did not initiate a criminal case. As LIFE.ru managed to find out, Yuri Kukota is alive and well and no “unpleasant stories” happened to him. “Now the minister is busy preparing for the grain forum and, unfortunately, cannot comment,” Elena Skrynnik’s press service said.

Career

In 1981, Elena entered the Chelyabinsk medical university on a referral from the enterprise where she worked. After 5 years of training as a cardiologist, Elena began work, and after 2 years she became the head physician of the hospital at the Chelyabinsk plant.

Already in the early 90s, Elena Borisovna received a diploma in the specialization “personnel management” at the Academy of National Economy of the Russian Federation. After receiving her diploma, Skrynnik completed an internship abroad - in France and Germany, improving her skills in leasing matters.

This area was still unknown in Russia at that time, so upon arrival in Russia Elena began to develop this area. First there was, then cooperation with the Ministry of Health of the Russian Federation on the purchase of medical equipment under leasing for Russian hospital complexes.

It is worth noting that Skrynnik was the first to introduce the practice of leasing in Russia, opening up new modern dimensions for public medicine. After only 3 years, Elena Borisovna moved even closer to the management corps, because she was elected head of the Russian Association of Leasing Companies (1997). A year later, she assumed the position of chairman of the Expert Council on Leasing.

Less than 2 years have passed since Elena took a new step up the career ladder, taking the post of General Director of Rosagroleasing OJSC. Already in 2009, there was another career leap and the position of Minister of Agriculture of the Russian Federation. Some media reported that Skrynnik is a close friend of Svetlana Medvedeva, which influenced the development of Elena Borisovna’s career during the presidency of Dmitry Medvedev. During her work as minister, she received a PhD in Economics.

In 2012, she lost her position and then went abroad for treatment. There were rumors that Skrynnik had moved abroad for permanent residence, but Elena Borisovna herself dispelled them on the air of one of the NTV channel programs.

Career of Elena Skrynnik

From 2001 to 2009, the businesswoman headed a company with powerful government funding, Rosagroleasing, which supplied the village with the necessary equipment. It should be noted that, based on the results of inspections of the enterprise’s activities, the Accounts Chamber has repeatedly drawn attention to the prices at which equipment was supplied to agricultural producers that were inflated by almost 40 percent compared to factory selling prices.

In 2005, the successful entrepreneur became a member of the Party in Power, and in 2008 she was included in its Supreme Council. In 2007, having defended her scientific work, she received the title of Candidate of Economic Sciences.

Meeting between Elena Skrynnik and Vladimir Putin Since 2009, she headed the Ministry of Agriculture of the Russian Federation, in 2012 she lost her position after a change in the composition of the Cabinet of Ministers.

After the first divorce, Elena Borisovna did not tie the knot for a long time, but in 2004 she entered into an alliance with Yuri Kukota. The marriage lasted 3 years; in 2005, Elena gave birth to twins Irina and Mikhail, but the union was dissolved with scandal.

Yuri Kukota, already Skrynnik’s ex-husband, claimed that Elena threatened him. Allegedly, the reason for the threats was children, and the entire action was aimed at getting the ex-husband to renounce all claims to the twins born in the marriage. Elena Skrynnik did not confirm the words of her ex-husband, and due to the lack of evidence, a criminal case on this issue was not opened.

Skrynnik’s third husband was the lead singer of one of the many singing groups, Dmitry Belonosov, who is 10 years younger than Elena. The finale of the relationship with Elena’s third husband was kept secret, but in 2010 Dmitry announced the divorce; rumors arose that he had left for a young girl, the administrator of one central TV channel. But be that as it may, in this marriage Elena again became a mother. According to one information, she gave birth to twins, according to another, she adopted two children.

For several years now, Elena and her children have been living in a luxurious villa, comfortably located in France. It is worth noting that after 2012, information about the activities of the ex-minister is scant, which is directly related to the scandal that unfolded after Skrynnik left her post.

Elena Borisovna remains one of the most attractive and elegant lady ministers. She devotes a lot of time to caring for herself (according to rumors, she is the owner of a beauty clinic, according to others - a plastic clinic), and after the birth of children she did not lose shape. Elena is fond of active sports, preferring boating, snowmobiling and skiing. The ex-minister does not advertise the details of his current personal life, but Elena has changed a lot in appearance. She has become younger, slimmer and looks happy, as can be judged by numerous photos and videos of the ex-minister in the media.

The third chosen one of the ex-official was Dmitry Belonosov, the lead singer of the pop group RevolverS, who was 10 years younger than her. They married a year before her appointment as Minister of Agriculture and separated in 2010. Since the status of a civil servant implies a ban on doing business, she transferred the companies she owned to her husband. But, according to him, he did not receive any income from their activities and during the divorce, according to the marriage contract, each of them retained the property that they had before marriage and did not claim a share of each other’s property.

At 51, the former head of the Ministry of Agriculture gave birth to two more sons and became a mother of many children.

Scandals and criticism

Criticism poured into Elena Borisovna after the changes in power that came in 2012. The accusations were based on the fact that money allocated from the Ministry of Agriculture of the Russian Federation was spent for other purposes.

Although Skrynnik denied the accusations against her, the story received loud publicity, and suggestions were made that a luxurious mansion in an elite area of Moscow was purchased with the allocated funds. Even at the time when Elena held the post of general director of Rosagroleasing, she was already accused of money laundering, so the press happily picked up the news.

The matter did not end there, and a few weeks later, at the end of November 2013, the film “The Powers That Be” was released. It alleged that during Skrynnik’s work as minister, 39 billion rubles were stolen. During the investigation, deputy ministers were detained, but the former chief of staff of Skrynnik, Oleg Donskikh, fled abroad.

According to many experts, the action launched against Skrynnik was nothing more than a struggle between the elites, which was presented to the public under the guise of fighting corruption. Also, compromising information was attributed to the conflict between Skrynnik and Zubkov. As a result of the scandal in 2014, Elena was deprived of her Ph.D. degree.

In 2021, one of the TV programs voiced the idea that the aggressive accusations against Skrynnik were ordered. Throughout this time, Elena zealously defended her innocence and disputed all the accusations addressed to her by journalists and colleagues.

However, after the attacks began, Elena began to live abroad, which the United Russia party does not hide. And even more: the personality of the ex-minister became interested in the Swiss services, which in 2015 were concerned about the receipt of more than $100 million in Elena’s accounts. In this case, $60 million was seized, but the former Minister of Agriculture of the Russian Federation continued to deny this, claiming that does not have bank accounts in Switzerland. Later, Skrynnik managed to confirm that she was right, and the prosecutor’s office of a European country dropped the charges against her.

After her resignation, the former head of the federal agricultural department received treatment abroad, living with her newborn twin sons in her villa in the French Riviera.
Interview with Elena Skrynnik At the end of the same year, the Russia-1 channel released the film “The People in Power” - a journalistic investigation into the blatant fact of the disappearance of funds from the state budget in the amount of 39 billion rubles, allegedly with the participation of an ex-official. Subsequently, all attempts to discredit her were explained in different ways. In particular, the struggle of the internal political elite, its complex relationship with the curator of the department, Deputy Prime Minister Viktor Zubkov, attempts to divert public attention from the existing problems of Rosagroleasing, and even the actions of suppliers of “Bush legs”, the import of which into the Russian market not without the participation of the head of the ministry was then sharply limited.

In 2014, the ex-minister was deprived of her doctorate in economics because her dissertation, which she defended in 2010, contained a significant amount of “unfair” borrowing from six other people’s scientific works.

Owned by a former high-ranking official, the Swiss Perfection aesthetic center and the Stemphis regenerative medicine clinic became the property of her mother Tamara Novitskaya in 2015 and were repurposed for the supply of medical equipment under government orders.

Since 2021, Elena Borisovna has headed the International Independent Institute of Agrarian Policy, which she created to support the development of the domestic agro-industrial complex. According to the conclusions of its experts, agriculture for the first time took a leading position in the country's economy in terms of growth rates.

Elena Skrynnik now

In 2021, the Alexei Navalny Foundation presented an investigative documentary about the activities of Elena Skrynnik, where her actions as Minister of Agriculture were assessed. But already in the fall, Ms. Skrynnik filed a lawsuit for the right to be forgotten, which solved the problem of removing reputation-defaming information about the facts of her biography from the Internet. Skrynnik managed to prove his case, and the court granted the claim.

Now Elena Borisovna is returning to the political arena. Having organized the International Institute of Agrarian Policy, Skrynnik set about creating a program for the development of agriculture in Russia until 2050. The politician collaborates with the publication Komsomolskaya Pravda, where he is an expert in the agricultural field. Elena Skrynnik has a personal website dedicated to her professional activities; Elena Borisovna also maintains personal accounts on Facebook and Twitter, but she does not have a profile on Instagram.

In 2021, through the efforts of Elena Skrynnik, a competition for beginning farmers “Summer Vacation in a Russian Village” was organized. More than 300 applications from 53 regions of the Russian Federation were received to participate in the event. The competition has been extended to 2021. The results of the event showed that agricultural tourism is a promising direction in the development of agriculture. According to Skrynnik’s calculations, revenues from the industry could reach up to 50 billion rubles. in year.

According to analysts, the ex-official may return to the ranks of the country’s political elite, despite her “tarnished” reputation during a series of high-profile proceedings in 2011 regarding theft of over one and a half billion rubles. in the structures subordinate to her, the arrest by Swiss law enforcement in 2015 of her accounts in the amount of $60 million as part of an open criminal case of money laundering and expulsion from the United Russia party (for compromising actions).

Why did ex-head of the Ministry of Agriculture Elena Skrynnik fall silent?

Former Minister of Agriculture and ex-head of the Rosagroleasing state corporation Elena Skrynnik unexpectedly disappeared from the information space. Although until recently, the woman, who received the nickname “Madame Leasing” due to high-profile corruption scandals, constantly appeared in articles in the federal media. Which, in turn, gave rise to speculation about Elena Borisovna’s possible return to political Olympus. Perhaps Skrynnik realized that she could not enter the same river twice. Or, perhaps, she was lying low, waiting for a new news opportunity to make herself known again.

Woman orchestra

All last year Elena Borisovna Skrynnik

constantly gave reasons for conversation about her person. The former head of the Ministry of Agriculture appeared with enviable regularity on the pages of major Russian media. She acted as an expert, as well as the head of a certain little-known International Independent Institute of Agrarian Policy. The ex-official was especially active at the end of the year, giving out interview after interview. Reading them is quite boring. The main idea that Skrynnik tried to convey to the public: agriculture in Russia is developing very actively. The country has finally gotten rid of its dependence on imported products. And then everything will be even better.

It's funny that most of these materials mention that the rise of the agricultural sector is the result of work that began 15 years ago. There is most likely a double implication here. Firstly, Elena Borisovna emphasizes that the development of agriculture occurred precisely under the current Russian authorities. Secondly, during this period Skrynnik herself took over the leadership of the Ministry of Agriculture. Well, and most importantly, 15 years ago she headed Rosagroleasing. That is, in such an unobtrusive way, “Madame Leasing” unobtrusively intersperses its modest role in the success of the agro-industrial complex. However, she has no reason to openly boast.

And she has no peace

During her career, Elena Skrynnik became famous mainly for the fact that she almost became involved in a case of billions of dollars in embezzlement at Rosagroleasing, which she led even before she came to the government. The scandal broke out back in 2012, and then it seemed that the fate of the head of the Ministry of Agriculture could be very unenviable. It must be said that the “Serdyukov case” developed in parallel and Skrynnik’s story clearly fit into a large and merciless anti-corruption campaign. However, for the ex-Minister of Agriculture, as well as the ex-Minister of Defense, everything ended quite well. And, perhaps, most of all I remember the interview footage, where Elena Borisovna can barely hold back her tears. Well, plus the latest in the form of publications about Skrynnik’s French real estate and $140 million in her Swiss accounts.

Here the former head of the Ministry of Agriculture should calm down and, if the truth was written about her assets, enjoy a carefree and prosperous life in Europe. But this woman apparently belongs to that category who cannot see life without caring for the Motherland. To do this, the ex-official hired PR people, as the media reported a little over a year ago, she took advantage of. Almost nothing is known about this office. Judging by the official website, it is located in 1st Nagatinsky Proezd, 4. But, bad luck, back in 2014, the organization BUSINESS COMMUNICATIONS AGENCY LLC with the same address was liquidated. The company probably went through a reorganization and now exists under some other name. However, opacity is generally typical for PR firms. Especially for those who deal with the affairs of “downed pilots.”

Elena Skrynnik mastered the business of government procurement

Former head of the Ministry of Agriculture Elena Skrynnik, who in 2010 found herself at the center of a high-profile corruption scandal involving the theft of 1 billion rubles from Rosagroleasing, is now actively making money on government contracts.

No matter how you sit down, you’re not fit to be an expert

There is no certainty that the PR specialists fulfilled their task, which, according to journalists, was to “wash” the reputation of the former head of the Ministry of Agriculture. Firstly, Elena Borisovna did not very successfully change her own appearance. Apparently, the task was to create the image of a youthful, successful athletic woman, full of strength and ready to serve for the good of the Fatherland. But instead, a vamp woman appeared with a hairstyle that, without any exaggeration, could be called infernal. Secondly, appearances in the media also did not always look the best. Or, more precisely, they have never looked their best.

Here, for example, is Elena Skrynnik’s last comment in an article about agritourism. She talks about how important it is to develop this direction. And the article itself is dedicated to the story of how the Dagestan Kikuninsky cannery opens its doors to tourists. I just want to comment in response: here you are, Elena Borisovna, go there and relax! Especially considering that, according to some reports, Skrynnik spends significant time in France.

Perhaps such failures forced Madame Leasing to moderate its activity; since the beginning of the year, it has appeared very rarely in the information space. But we can assume that the former minister is waiting for the next opportunity to make herself known. After all, let us remember that at the end of December Skrynnik actively quoted the presidential address to the Federal Assembly, where the head of state noted the successes of the agro-industrial complex. The next time we can expect such statements from the president will be during the “Direct Line”, which traditionally takes place in the spring. So, they will probably hear from Elena Skrynnik again soon. And then, as usual, they will forget again.

News → Former Minister of Agriculture Elena Skrynnik returned her $61 million

The Swiss prosecutor's office unblocked Elena Skrynnik's accounts and accused the Russian authorities of inaction.

The TASS news agency reports the termination of the investigation against the former Minister of Agriculture of the Russian Federation Elena Skrynnik in Switzerland. Swiss prosecutors suspected the Russian official of illegal money laundering and opened a criminal case against her. They found 61 million dollars (3.6 billion rubles) in Elena Skrynnik’s account and seized these funds. However, the case against Skrynnik has now been closed, and the arrest from the account has been lifted.

TASS cites information published by the Swiss newspaper Blick. It explains why Swiss prosecutors closed the case.

In particular, the reason was the inaction of the Russian authorities. Allegedly, the Swiss side contacted the Russian prosecutor's office with their evidence, but did not receive the legal assistance necessary to establish the crime. Elena Skrynnik paid legal costs - 16 thousand francs and received 3.6 billion rubles back into her possession.

The fact that the Swiss prosecutor's office has repeatedly appealed to the Russian side was reported by the media. In Russia, Skrynnik was either a witness or an accused in the case of embezzlement at OJSC Rosagroleasing (Skrynnik at one time also headed this structure) - her exact status was never announced, her deputy Alexei Bazhanov was arrested, then released, then put on the international wanted list. The case of theft at Rosagroleasing revealed a whole chain of frauds; Deputy Minister of Agriculture Oleg Donskikh was caught in one of them; he was charged under Part 4 of Article 159 of the Criminal Code of the Russian Federation. RBC reports that during Skrynnik’s work at Rosagroleasing, there were cases when the company paid for a non-existent product, and the supplier and the final buyer were affiliated with each other.

Political scientist Vladimir Slatinov, speaking on KommersantFM radio, called this case (along with the arrest of Kirill Serebrennikov) “huge damage to the reputation of the supreme power of the Russian Federation.”

- You can give a lot of examples, here is the last one - Elena Skrynnik, against whom the case was closed in Switzerland due to the absolute indifference of Russian law enforcement agencies. That is, everyone sees that Russian law enforcement agencies act very selectively,” said Vladimir Slatinov.

In turn, the former official, freed from the claims of law enforcement officers, set about restoring her reputation. The publication Komsomolskaya Pravda reports that on August 21, Skrynnik won the court case and now has the right to be forgotten. In particular, at the request of the former official, Yandex will no longer provide information in search queries about her activities in 2009-2012, which discredits her dignity and business reputation. Previously, her struggle for a name was not successful: she persistently denied information about the seizure of her accounts in Switzerland, but this information was completely confirmed.

Currently, Skrynnik continues to work in Russia; she organized the Institute of Agrarian Policy.
